Job Summary
The Budget Analyst III ensures that daily budget staff operations are executed, advises departments on budget, financial, and payroll inquiries, and coordinates month-end and year-end close processes in accordance with regulatory requirements and standards.
Duties
- Assists departments with the preparation, modification, analysis, and reporting of the university's operating budget.
- Coordinates the preparation and submission of the annual operating budget, quarterly state reports, and the biennial Legislative Appropriations Request.
- Approves revenue and expense budget journals for local, grant, and project cost centers; processes cost center creation and modifications requests; administers university payroll reallocations.
- Reviews and delegates month-end and year-end close processes for Finance and HR by ensuring budget journals, general ledger journals, cash allocations, and payroll reallocations are processed in a timely manner.
- Coordinates and participates in the preparation and submission of ad hoc reports, quarterly state reports, and the biennial Legislative Appropriations Request.
- Participates in the annual budget development process by determining appropriate budget allocations and guiding Budget Office staff on budget development operations.
- Collaborates with Budget Office staff to test PeopleSoft upgrades and with other departments to train and advise on budget, payroll, and financial matters.
- Provides senior management with budget reports and financial data to assist them to make sound financial and budgetary decisions.
- Represents the university at system and state conferences.

Qualifications
Required Education:
- Bachelor's degree in Accounting, Finance, or a related field
Required Experience:
- Minimum of four (4) years of related job experience

Knowledge:
- Knowledge of basic Accounting and Budgeting principles, and the related trends, issues, and accepted practices.
Skills:
- Strong analytical and problem solving skills;

- Proficiency in using computer software, particularly MS Excel.
