Residency Classification Review
Residency status is determined in accordance with the Rules and Regulations for Determining Residence Status, published by the Texas Higher Education Coordinating Board, and pursuant to Title 3, Texas Education Code. In order to request a change in residency status for a given semester, select and submit the appropriate residency form(s) by the Official Day of Record found in the Academic Calendar. Determining Residency
There must be conclusive evidence of a student’s intent to permanently establish domicile in Texas. Domicile means to live and maintain gainful employment in the state of Texas. Those wishing to change their residency status must show they have been domiciled in the state of Texas for 12 months or more before the semester in which they are applying for.
If the admissions application indicates you aren’t a U.S. citizen or permanent resident but that you may qualify for residency based on Texas high school graduation, you will be prompted to download and submit the Residency Affidavit. The form must be completed, signed, notarized and submitted to the University.

New Undergraduate and Graduate Students
The residency classification for applicants who have never attended University of Houston-Downtown and students, who will register or have already registered for their first semester at University of Houston-Downtown, is processed in the Registrar’s Office. If you are a first time applicant or will be registering at University of Houston-Downtown for the first time, please direct all residency questions to residency@uhd.edu.
Former and Continuing Students
Former and continuing UHD students must return this form to the Registrar’s Office. Please contact the Registrar’s Office regarding questions or reclassification of residency status for tuition purposes at 713-221-8999 or residency@uhd.edu.
